IEAUST IELTS requirement

Hi ALL,

I have following question regarding Australian independent skilled immigration subclass 175.

I am Electronics Engineer and my job role is Telecom Engineer in a telecom operator in UAE.

1- Do I need to apply for skill assessment from IEAUST or ACS?
2- Do I need to give IELTS prior to apply for assessment or I can do it after successful skill assessment?
3- What is the IEAUST band requirement for IELTS?

I will be thankful to receive any response on this.
