If you can't find out that your Bachelor's degree satisfies English language requirements, you have no other choice other than to apply for NARIC letter.Now how can the applicant know before applying that his bachelors degree in NARIC database meets the HSMP english languge requirements.
If this letter is there for your Bachelor's degree then you have no cause of worry.I also have letter of compatibility from NARIC.
You might want to hurry though, as Tier 1 Visa would be applied worldwide from 30th June.I have 75 points and want to apply fopr HSMP in July from Germany.
You can also check BIA points calculator right now to check if your degrees satisfy English language requirements. This calculator lists all the degrees which are recognized by NARIC to have specified level of English requirements.Now how can the applicant know before applying that his bachelors degree in NARIC database meets the HSMP english languge requirements.

Yes I have letter of compatibility from NARIC for my B.E degree as well as M.Sc degree.
I checked in this BIA calculator for Tier1, I can claim 35 points for my M.Sc degree but in english langugae section, my universities are not in the list.
So it means that my bachelors degree cannot meet the english language requirement for Tier1 GHSM but still I dont know whether this calculator is also valid for the english language requirements of HSMP.
183. Points can be claimed where the Self Assessment Tool
confirms that:
• The degree meets or exceeds the equivalent UK level
academic qualification; and
• the degree was taught to a competent standard
of English equivalent to level C1 on the Council of
Europe’s Common European Framework of Reference for
Languages: Learning, Teaching, Assessment (CEFR).
Checking qualifications
184. Applicants should check their qualification by referring to
the Self Assessment Tool which can be found at www.bia.
homeoffice.gov.uk.
185. Where the applicant is unable to find details of their
qualification on the Self Assessment Tool, they may still
wish to claim points for the qualification in question. In
these circumstances applicants should contact UK NARIC
directly for an assessment of their qualification and, where
their qualification is found to meet the above requirements,
obtain a letter or confirmation certificate from UK NARIC.
Contact details for UK NARIC can be found on the following
website at www.naric.org.uk. Please note that there may
be a charge for this service.
186. Where UK NARIC is unable to confirm these details, points
will not be awarded for the qualification in question. In
such cases, applicants may wish to consider presenting an
alternative qualification if they possess one.

*and* you have a letter from your University / Insititute confirming that the course was taught in English, then you are good to go.
Unfortunately, you cannot use the IELTS test report since it is more than 2 years old (an HSMP requirement that IELTS result should not be more than 2 years old).

After reading the HSMP guideline, I also agree with you.
But its the HSMP caseworker guidance that creates the confusion with the following statement.
Where the NARIC database indicates that a Bachelor degree presented as evidence in this category does not meet the HSMP English language requirement, the application should be refused on these grounds
And now I think there is one more problem whether Tier1 GHSM will start after 30th June from Germany. If yes then the english language requirements are more stringent. and I cannot apply to HSMP before 30th June 2008 because my documentation is not complete.
