You can apply for Pre-Settled Status anytime between your arrival date and the hard deadline:
If the UK leaves the EU with no deal: Deadline is December 31st 2020
If the UK leaves the EU with a deal: Deadline is June 30th 2021.
Again, having Pre-Settled status is not legally necessary immediately after you arrive, it only becomes compulsory from the applicable deadlines above. But there is nothing stopping you from applying straight away once you have a National Insurance number.
According to the Settlement Scheme, after you have completed five years in the UK (in your case March 1st 2024), you can then apply for Settled status.
