foreign worker in canada...

has a temporary 12month work permit

1. can the person apply for the skilled worker permanent residence? YES or NO

2. can apply to the buffalo office? YES or NO

3. can use the regular process? YES or NO

4. if the person can apply for the skilled worker residence visa AND is in
Canada AND is working AND has a work permit AND submits the
application to the buffalo office, what is the processing time??

Please advise and/or help.
