Tier 2 ICT to Tier 2 dependent and then to Tier 2 General

Hi All,
My husband is on Tier 2 ICT currently and I am going to get a tier 2 general sponsorship from my company.
He will be switching to Tier 2 general dependent there after.

If he gets a sponsor when he is on tier 2 general dependent can he switch to Tier 2 general there after?
Considering he is on tier 2 ict now, does he need to wait for one year to go from tier 2 ict-> tier 2 dependent -> tier 2 general?

He is subject to the 12 month cooling off period and will have to wait the full 12 months on a PBS Dependent visa before he can apply for Tier 2 General from home country if he gets sponsorship and meets the requirements, including RLMT.
