SOC 3131 is an RQF level 4, not eligible for Tier 2 anymore as far as I understand. You must be at RQF level 6.2139 Information technology and communications professionals not elsewhere classified Only the following job in this occupation code:
Cyber security specialist employed by a qualifying company, where the job requires a person with a minimum of five years’ relevant experience and demonstrable experience of having led a team.

Your employer will have to do the leg work and reading up or you. The job description and job titles I have aren't listed in there. So I need to get creative and look for a best fit.
