EEA Family permit visa for my mum

Hello,
Everyone on this page. First of all I apologize if I post it on wrong place. I need bit of advice if some one can help me plz. My husband is a german national and I'm a family members of EU national holding biometric residence and we both living in th uk .My question is can i apply EEA family permit for my mum.
