FLR M Visa Query

Hello Guys,

We have applied for FLR M application for my wife.

Case worker emailed us requesting for below documents

1- Tenancy Agreement & Letter from Owner/Council confirming who is residing at property.
2-Council Tax bill

The problem we have is we are sharing a room in a house,we do not pay any bills.we have asked the owner for above documents but he refused to give that, as he may be sub-letting the property.

Who will it affect my application or whats the other option do we have ?
do they actually inquire from council about who is residing at property ?
we were thinking to get a letter from Free Lancer agent who showed this property confirming ?
