Refusal visitor visa

Hello Everyone
I have applied for visitor visa for my uncle (my mothers brother) as a family we are very close knitted.
They have refused his visitor visa .
Please suggest re applying or pre action protocol (PAP)

Sorry i am unable to attach the refusal letter as I don't know how to do

Please help and advise

What were the reasons for refusal?? Simply type out what the letter states, taking out any personal details.

What evidence of strong ties to home country did he submit?
Char (CR001 not Casa)
