When to apply for ILR

Hi,
My wife entered UK with spouse visa on 08-07-14. Her 5 years route anniversary will be on 08-07-2019 but her leave to remain residence permit card expires on 13-11-2019.

In order to apply for ILR does she have to wait until October 2019 ( 28 days before the expiration of residence permit ) to apply or 28 days before the 5th anniversary of the date she first entered the UK which will be in June 2019?

She can apply within 28 days before 8 July.
