URGENT: Leave of absence letter from ex-employer

I am on a Tier 2 visa and switching employer next month, have received new BRP card

Currently serving the notice period with old employer

I am planning to procure the Leave of absence letter from current employer as I would require it for my ILR app in 2020.

Is there any reason that the HR may refuse to provide me the leave of absence letter? I ask this as he is not very friendly/new and has limited knowledge of immigration/ILR related documentation.

Please advice!
