The question is too simplified. Immigration is too large and too general a topic. What exact data are you referring to?
Some of the basic data such as entry/exit information is shared across the border forces’ systems, while some more personal data will require a formal application from the other party to request for access based on reasonable and justified grounds.

What do you want to know about residence permit? Which country are you applying for your residence permit in? On what basis (study, work, reside, EU family, ILR etc)?

In general any immigration data in any EU country can always be obtained by any other EU countries through a formal request.

Ireland and UK obviously work more closely in this regard, due to the common travel area.

If you are considering to hide some adverse information in your residence permit application (e.g. entered the other country illegally, or overstayed your visa in the other country, or had a conviction in the other country etc), don't. These are the obvious things that they would check anyway.

The only information that I know they wouldn't care is some minor traffic offences, as long as you are upfront about them.

They do share data only if they make a request from each other.
