Spouse awaiting Work Permit

I am an Indian citizen and have recently recieved my work permit for UK. My spouse, who also has an offer from a UK company is awaiting her work permit. However, we would like to move to London together. I will have my VISA cleared shortly.
Should she apply for a Spouse VISA or a tourist VISA?
How will it work if she recieves her work permit while in UK? Will she have to come back?
Does this adversely affect any of our cases for VISA, etc.
Any suggestions on how we can make this happen? Thanks!!

She might struggle to get a tourist visa with an outstanding visa app, the ECO's will suspect she's attempting to work on it.

Also if she did get it she'd have to return to India to apply for EC on her WP.

Why didn't she apply as ur dependant? She could work anywhere on that.
