You can apply for an EEA permit or a visitor visa. EEA permit is free but may take more time (as they need to verify the relationship between you and your spouse). A visitor visa costs around 110 euro last time I checked if you opt to do everything yourself, but you can apply for it on your own merit and you can travel to UK by yourself any time you want within the validity of the visa.

Even if you have your certificate, it is not a valid travel document. You have to apply for a passport. If the airline staff or the police in the UK asks to see your ID, they will not accept that certificate..
