EU TREATY

Hi guys , went to to get myself registered at the GNIB today, and i was told that i had to apply to EU TREATY SECTION FIRST and then bring the acknowledgement slip back to the GNIB in order to get a stamp 3 that Wont allow me work for 6 months before i get a decision. I went anyways to apply for pps no and they said i would get it in a few days.. Stamp 3 is not going to allow me to work, can any body advice on my situation, was resident in another EU country for 19 months as a student, but my husband and i lived there together before he found a job in Ireland,,please HELP.

you are not clear is anyone of you an EU citizen or you both are outside EU. Do not know yet can u explain

One is an EU(French) and the other is Non EU
