Tier 2 ict dependant for newborn

Hi all,
My husband is on tier 2 ict expiring on 24th june 19. Me and my daughter are on ict dependant.
My baby who was born in uk doesnt have visa and at present we are in india.
Now we wish to travel to UK on 13th june 19 and apply our visa extensions from within UK.
Can we apply tier 2 ict dependant for our baby (who doesnt have visa) here in india and then travel to uk and apply everyone extensions there?
Will my baby be granted a visa for just 22 days remaining?
