Tier 2 Dependent visa expires 45 days before ILR Eligibility

Hi,

I have few questions and i hope the experts on this board can help me.

Situation:
I am on ILR (Tier 2 General 5 years route) and my wife is on Tier 2 dependent visa and her visa will expire few days before she can apply for ILR based on 5 years from the visa issue date.

Below are her visa dates.

25-11-2014 - Visa Issue Date (Tier 2 Dependant).
04-02-2015 - First day in UK.
14-09-2019 - Current Visa Expiry Date.
25-11-2019 - 5 years from visa issue date.
04-02-2020 - 5 years from first day in UK.

Considering we can apply 28 days earlier, she is short of 45 days based on 5 years from the visa issue date.

Questions:
1. Can she apply for ILR based on 5 years from the visa issue date?
2. What options we have to cover those 45 days apart from applying for an extension?

Please help me with the answers to the above questions.
