Tier 2 Licence with Zero UCoS?

Hi All,
I'm presently on a Tier 2 visa as an ICT Lecturer and recently got a job that is in Shortage occupation list with a new School. The new School applied for Tier 2 licence which was approved but they said that they were not allocated any UCoS, they have applied to Home Office for UCoS on 1st July but Home Office has not responded.

I thought that the licence comes automatically with some UCoS. The new school made it known to me that they are not familiar with the system, so they are just learning about it.

Please I need advice, have they done something wrong? or have they missed something? Do you know how long it will take to get the allocation of the Unrestricted CoS?

They applied for the UCoS 1st July 2019
