Fixed penalty notice - forgot to declare

Hi all,

I am applying for tier 2 general (extension) this month.
Unfortunately 3 days after I attended the appointment and got biometric enrolled, I realised that I forgot to declare an FPN issued back in 2012 for CYCLING ON A FOOTPATH, for which I paid 30 pounds and closed the matter.

Regarding this FPN:
1. It was issued by a local police officer, not by council.
2. this is a non-recordable, non-notifiable, non-endorsable offence (correct me if I am wrong - this really is a minor offence).
3. No court was involved.
4. No car was involved, so it is not on DVLA.

For ILR applications (SET forms), according to
this,this, and this,
it seems like there's no need to declare FPNs.

On the other hand, for BC applications (AN forms), according to
this and this,
it seems like FPNs must be declared.

Which of these will apply to tier 2 general? I tried to find a guidance for tier 2 visa (a guidance for how to fill the form, not the policy guidance), but I couldn't find one.

To be more precise, I FORGOT TO DECLARE this on the application form.

I am aware that there have been some tier 2 application refusals in the past due to non-disclosure, but they
were either for cautions/warnings (which forms a part of the criminal record; not the case for FPNs)
or for parking/driving-related FPNs (which will appear on DVLA). My case is neither of the above.
