EEA 2 student or economically self sufficent

Hi, I need advice with my EE2 form.
I am in London and my EEA Family Permit will expired 01/12/2008.
I don´t know how apply because my husband (EEA) will study a Master degree. EEA2 form section 6 says that EEA has to be enrollment in a course for apply to EEA2, but he will enrollment on September and it is too late for my application.
In addition, EEA2 form section 7 says that a EEA can be Economically self-sufficient. My husband has around 15.000 Pounds in his bank account. It is enough to apply it?
Which will be the best way to apply?
Please help me,
