Withdrawn and Issuing new COS?

Good day I was assigned an RCOS and it will expire this month. My HR said to not worry as they will withdraw the current COS and issue me a new COS if I can't apply for visa by the deadline. Does this mean they have to reapply for a new COS in the coming month? Or can they assign me a new COS using the old COS application they made?

they have to reapply to HO for the monthly allocation meeting.

That's bothersome then as the allocations of RCOS page in the HO website says minimum required points after 2 June 2019 will have to be 40. Thanks

Why are you not able to apply before the RCoS expires?

The agent and the HR are took so long to advise me regarding visa preparations such as documents, etc. I have been ready with everything since last week and just waiting for them to confirm that I can apply for visa since they will have to settle the fees for me. My RCOS will expire next week. On top of that they have to amend start date as they wrote June on it.
