I been married with EU national since 2014 i still have 3 years on my RC
my timeline is as follows:
EU settlement: April 2019
COA: May
nearly 4 months now i called resolution centre
and they said everything is ok and is still processing
i called again and they escalated my case.
Don’t know why its taking so long because it should be

Non EU citizen married to Irish citizen. Separated but still married.
Moved to the UK back in 2014. Granted with a Residence document vignette in my passport valid until 1st August this year.
On 8th of July 2019 went for biometrics.
Still waiting for a CoA. No email whatsoever from them. I called them they said the 4 days processing time on the website is for the EU nationals. Non EU nationals takes longer (no indication as to what "Longer" actually means).
My children are british citizens through their mother (Her dad is English)
My wife is Irish so no need for her to apply.
Anybody experiencing delays. If possible anybody who is married to an Irish citizen could you tell me if you were required to prove your Irish spouse's 5 year residence, work, ID etc...? Im asking because we're separated so don't actually have the full documents for her Tax only some years. Although they didn't ask me this anyway.
Would love to hear from Non EU citizens married to Irisih citizens.

Background:
My father-in-law is an EEA (Romanian) citizen living in the UK who has been granted pre-settled status.
His wife is a non-EEA national (Moldovan) living in Moldova.
The Issue:
I understand from this thread (and the Gov.uk website) that non-EEA nationals are able to apply directly to the settled status scheme on the basis that they are the spouse of an EEA citizen. However, when we seek to apply online it immediately sends us to the 'prove your identity' section. None of the three means of proving identity (app, post, identity scanning location) appear to apply as she is not living in the UK nor does she have a biometric residence card. Indeed, as a Moldovan national she requires a visa to even visit the UK.
I am also aware of the EU Settled Status Family Permit, which she is eligible for. However, this does not grant permanent right to remain but simply the right to stay in the UK for 6 months.
My question is, which route should we pursue to obtain settled status for her?
Can we apply for settled status straight away (not being in UK and with no biometric residence permit), and if so which option do I select out of the three mentioned above to make the application?
Will she be required to first get the EU Settlement Scheme Family Permit and then in her 6 months in the UK apply for settled status?
Does the EU Settlement Scheme Family Permit qualify as a biometric residence permit for the above purpose?
Apologies for posing these questions if the answer is obvious but I feel so confused and would greatly appreciate any help people can offer on the best route forward.

I sent an email to enquire about the progress of the application around June 3rd. They responded within 2 days that my biometrics have been received and verified & that my case was being considered. I called resolution centre yesterday (June 27) but pretty much got the same answer that was in my email. Hoping for a decision soon.

What will I be getting??? People they offered me pre settle last month when I applied online.
Wife got settle stattus.
Married since June 2013. English marriage
Me. Non eea card. Residence card of a remember of European national since March 2015 to March 2020.
Have attached my 7 year old marriage certificate.. Wife passport copy..
I am 70% sure, now, I will get settle stattus, but I do not know why I am still worried...
Read the caseworker guide lines, meeting the criteria.. In my view..
Need your advise and confirmation...

Final advise from me.... write them a email... if you want things to go faster, for them we are just numbers and files..
