Spouse visa from Pakistan

Dear friends

I have got married last week and back to UK. My wife is in Pakistan..I would really appriciate if somebody could answer my questions:

1- She has got Amnerican Passport..Can she apply EC using her american passport in British embassy pakistan.
2-I am living (renting) with a friend who is moving out next month and council tax is on our both's name..how i can show my residence documents.
3- what documents do i need.
