New SOC Codes Query

Hi,

I am trying to understand that once the new SOC codes are implemented and new codes are added on SOL, can one change the employer without the need of RLMT? For example 2135 is currently partially in SOL but when it moves completely to SOL, can one switch without the need of RLMT after 6th Oct?
