It seems to me that the Home Office is oblivious to any amnesty suggestion and it's likely they will keep dismissing this move as long the right-wingers control the UK media and opinion.

Has there been any amnesties in the past?

Shami that is a load of rubish, what about all the case resolution, which seemed to be going through a speed, surely this is some form of Amnisty.

case resolution is not an amnesty ,you will have to have strong grounds to remain before you can get ILR. it not everyone is getting the ILR

Yes you are right it is not a amnesty in the true sense of a blanket amnesty, but as good as it gets.
