Child first British Passport after right to abode

Dear members
I m looking some information regarding first British passport for a child who already have right to abode certificate on overseas passport.
Applying first British passport for a child is a lengthy process from abroad but very quick if apply after arriving in the uk.
I m confused how HMPO can conduct an interview for a child who is less then 2 years old?are they asking for an interview for a first child passport who is applying under section 2(1)(a)?
Anyone know about it?
