If you are asking for yourself, then yes as the questions and answers wouldn't be relevant to you anymore.

If you are asking on behalf of someone else, then state you are doing so.

Absence doesn't usually affect an extension but will affect ILR.

Note though that if a tier 2 migrant is not working in the UK anymore, the sponsor is required to inform HO.
