Extension: General Teir 1/ HSMP

Those who obtained EC or LTR with Teir1 (General) application forms applied with the HSMP approval letters under transitional arrangement. I was wondering if these applicants are called Highly Skilled Migrants or Teir 1 (General)

The names - HSMP and Tier 1 (General) - refer to the immigration category / scheme / programme! But applicants in either categories are Highly Skilled Migrants.

So you can (definitely) claim that you are a Highly Skilled Migrant even if you are making an application using Tier 1 forms with a unexpired HSMP approval letter. :)

While claiming points for the age at extension stage as a Highly Skilled Migrant, if the applicant is under 30 years s/he get 20 points, however if the applicant is Teir 1 general migrant if s/he is under 31 years the applicant gets 20 points

There is no HSMP scheme anymore, so any related documents / rules are not applicable. If your HSMP approval was based on (HSMP) rules introduced in Dec '06, then applications for extensions will follow Tier 1 requirements.

But if your HSMP approval was based on criteria in place before Dec '06 changes, then you do not have to bother about meeting the 75 point requirement for extension anyways!
