PBS dependent timeline (wife & daughter who was born in Pakistan):
Surprisingly, today I have received the approval letters for my dependents. They did not ask for any IHS charges. It means they have been granted a visa for 1 year

I only received Tier 2 extension fee. It came to my bank account automatically on the 10th working day from the approval date. I don't think they will refund IHS as it is clearly mentioned on the website.
I only received BRP for my daughter with the validity of 3 years. I am still waiting for my wife BRP and payment instructions.

Method of application: Online- 09 Aug 2019
Date of the debit of fees: 10 Aug 2019
Date of receipt of acknowledgement: 12 Aug 2019
Date of biometric enrolment: Not required for children of 2.5 years
Date of receipt of approval: 26 September 2019
Date of receipt of registration certificate: 28 September 2019
Roughly took 7 weeks altogether for the whole process to be completed.

You will not get a refund if:
your visa application is successful but you do not come to the UK
you leave the UK before your visa ends, for example to make a new application
you’re told to leave the UK before your visa expires
you’re applying for indefinite leave to remain or changing to another visa where you do not need to pay the IHS

Also, I followed the advice on this link and called up UKVI on 0300 123 2241. They told me IHS will be refunded. Fingers crossed!

Are the BRPs of the length you expected and not relative to the IHS surcharge you paid, which was ur initial concern?
If you feel you are morally obligated to pay according to the length of the visa issued than feel free to contact the complaints team. It’s a technical issue.
On the other hand I wouldn’t bother and move on with my life
