Visit visa decision over 2 months

Hello,
My friend has applied for a visit visa, however it has been over two months and she received the following message:
(Please accept our apologies for the delay in processing your application.
Your application has not been straightforward and we are still unable to make a decision yet as our enquires are still ongoing. A decision will be made on your application as soon as possible. I have forwarded your query to the officers dealing with your application.
We sincerely apologise for any inconvenience this may have caused.)
About her previous immigration history, she was previously married to a British citizen in 2008, and her spouse visa expired in July 2010. She has never over stayed and returned back to her country in December 2009. She got divorced in her home country in 2012, and a copy of the divorce certificate was submitted with the visa application. The marriage didn’t work out.
Is this delay normal due to her previous immigration history?
