Visa Route Question

Morning,

I have a quick question regarding a visa route for bringing family members over to the UK to live permanently. My Wife is Russian and living here on a FLR visa, will have ILR in 2-years time. Her parents were talking about the possibility of moving here when they retire soon but we wasn’t too sure if that was possible. I’ve looked through GOV website and can only find a visa for bringing family over who need constant care. That isn’t the case for my Wife, can anybody give me some steer and whether it’s possible to pack up and move here to be with family members?
