Thanks was just hoping to go over to uk for weekend because she needs visa..so I though we can apply for EU fam.card

Ah ok, just by ‘visiting for weekend’ it wasn’t clear to me from the post that it was in relation to family. Thought was general purpose. The EEA Family Permit can be used for general visit purposes. The permit allows the applicant to travel to the UK within the next six months regardless of reasons (although the primary function for the permit is to allow them to settle in the UK).
