HC2 Certificates (Dental)

Hey guys,

I have a question regarding the HC2 Certificate (I.E help with dental charges etc, for people on low incomes)

Would applying for this certificate classed as public funds?

I read on this website ( https://www.maternityaction.org.uk/wp-c ... care-1.pdf ) that it isn't, but its dated from 2018.
