is there any visa that allows me to work any where in europe without getting country specific visa. i am an indian national.

No.
The only think to help would be marriage to an EU citizen and move around with him/her.

How about visiting visa which would allow an Indian national to tour whole europe?

Sorry I didnt put my question right I wanted to know if an Indian national can acquire EU wide visa.

Not for work, although I suppose you could try for a Schengen Business Visa, but I have a problem with what is business and what is work!
For travel though, yes....
