That's because the start date of the course is not relevant, plus you are looking at a sketchy press release that has almost no detail anyway. This is not correct. It is the end date of the course that matters, not the start date. See all the above links which confirm this.

Very early announcements and articles about the scheme, including the Home Office’s own original news item, said that the first people to benefit will be those who start their courses in the 2020/21 academic year.
This was later corrected to the actual intention – it is for those completing their courses from summer 2021 onwards.
The confusion seems to have come from the Home Office’s separate message to universities – that they can now use eligibility for the Graduate scheme as one aspect of recruiting students, the next intake of which is the 2020/21 academic year.
