Have you ever refused a visa for any other country including the UK?

Hello guys it’s my first post here,
I am going to apply my partner route extension visa soon

Just wounded in application there is a question that if you ever been refused a visa for any other country including UK?
What should I answer?

”scenario“
I came uk on tier 4 and then extended tier 4 again and then applied to switch from tier 4 to FLR(m) which was refused with appeal right and I won the appeal and eventually visa was granted,

any answer will be appreciated

Answer yes, then in space for additional information or if you are including a letter of explanation, state there that you appealed the refusal and won and visa was granted. You can include the appeal number and or the number of the visa which was eventually granted.
