Are our borders closed? UK. (Visitors)

My girlfriend (Canadian, who is currently in Canada and had to return back there from the UK when all this covid kicked off) would benefit from coming back here to the UK where I can support her.

Are the borders closed for visitors? She would come under the usual visitors 6 monthly visa to come stay with me. Or are the borders closed? If she has to quarantine at my place for 14 days, that's fine.

Just need to know that she would get through immigration. I'm under the impression that our borders have actually stayed open to visitors but it's just guidance that people shouldn't travel.

I do not think the UK borders have ever been closed. I stand to be corrected.

The news has been that inbound travellers will be required to self-isolate from 8 June onwards.
