Bank statement 14 August ( Normally arrives on 20th)
Apply on 22 August ( Visa expires 30 August ) (if bank statement arrives as usual time)
Can someone advise me if Option 1. is suitable for me as I want to apply as soon as I become eligible without wasting any time.
If I go for option 2. it will waste my one month.

On what date will you have been in the UK for 5 years. That has a bearing on when you can apply. The earliest date is 28 days before the 5th anniversary of your date of arrival into the UK.
And yes, your most recent financial information, - pay slip, bank statement etc, - mustn't be older than 28 days before your application date.

So the earliest you can apply is 2nd August, (30 August less 28 days), and if you apply on that date then your most recent pay slips, bank statements etc should not be older than 28 days before that, (i.e. not older than 5th July).
You could, if you wanted, apply later than 2nd August, but not later than 30th August, in which case your pay slip and bank statement should be no older than (30 August - 28 days = 2nd August).
So it sounds like applying on 2nd August and using latest pay slip of 7th July and latest bank statement of 14th July would work OK., (along with the appropriate earlier pay slips and banks statements).
