Yes, he needs 5 years residence. The 3 years residence rule applies to a spouse of a British citizen ONLY.I have read for nationality you have to complete 5 years but somewhere I have seen after 3 years if you have permanent residence or ILR.

There is also a non-negotiable, mandatory, requirement that he needs to have been physically present in the UK exactly five years (or three years if married to a British citizen) before the date of the naturalisation application.
There are also limits on the amount of absences from the UK in both the five/three and one year periods immediately preceding the date of naturalisation application, as well as other (good character, LITUK test, English knowledge, etc) requirements.
All these conditions must be met for the application to succeed.
