Tier 2 dependant newborn visa without passport

I am currently working in NHS on Tier 2 General visa. I had a baby born in April 2020. Due to closure of offices due to COVID I couldn't apply for his own country passport. I wanted to know can i apply for the newborn's tier 2 dependant visa without having his passport?

The reason I want to know is that I was told that after 3 months for NHS entitlement tier 2 visa application is needed. Please can you guide about this?

You don't need a passport. You do need the birth cert.

Many thanks. One related query if you can please answer. I would be eligible for ILR on 1st August 2021 (although my Tier 2 General is valid till 28th August 2022). I want to ask if I wait till August to apply for baby's visa then would it be possible if I pay for his NHS surharge only for 1 year (1st August 2020 to 1st August 2021 instead of having to pay for 2 years (i.e, from 1st July 2020 to 1st August 2021)?
