The page you have provided a link to sets out the categories of people who are not required to self-isolate for 14 days. Nothing to do with those requiring Schengen visas though, it is only to do with the travel bans.
Yes but is the travel ban in force and does it apply to the UK?
The UK is still part of the EU until 31st December 2020!
Or to be more accurate and technical, the UK left the EU on 31st January 2020 (which is why the trade talks are happening now; the EU can only hold trade talks with countries outside the EU), but is still subject to EU Law under the terms of the Withdrawal Agreement till the end of this year (the Transition Period).
