ILR 10 Years Route

Hi

My 10 years residency will be complete in mid September 2020 and I know we can apply for ILR up to 28 days before 10 years is complete. My question is that can I now complete the online application and book the appointment for late in August (if available)? Or shall I wait until late August and then complete the online application? In case of the former, shall I upload my documents online, or take them with me to the appointment?

You should be eligible for ILR on the day of your application decision. This means you technically can apply early. All evidence is uploaded online

So If I understood correctly, I cannot submit my application now that I am not eligible (only 9 years and 10 months residency), and I should wait until at least 28 days before I am eligible, then submit the online application and book an appointment?

Ideally yes. If I was you I would not take the risk. The date of application is the date you pay and submit your application online. Biometrics date is irrelevant. So the day you pay, you should be eligible and that must be within the 28 days concession period.
But what Zimba said above, the CW can/should apply discretion and approve if the decision is made on the day when you are eligible. So in that case if you apply earlier (when you are NOT eligible) but the decision is made on the day when you are eligible, then CW can apply the discretion. As previously said, I would not risk it after 10 years of wait!
