Tier 2-unexpected IHS refund

Hi all,
my previous T2G extension with 2 dependents was in Nov 2019 which I have been granted visa until 29 Sept 2021. During that visa, I paid 800 pounds IHS for each of us (total 2400). I alone applied for a T2G change of employer in May 2020 and I have been granted visa this month valid until 22 Sept 2021. I paid 600 pounds IHS as I am a single applicant as my dependents already have a valid visa.
i got a refund of 1200 pounds quoting my previous IHS number. i was expecting that i get about 400 pound refund which is the remaining period on my previous visa or probably max 600 pounds as refund if i calculate the time peroids precisely. But 1200 is out of nowhere. I dont understand how this is calculated and refunded ? does anyone have an idea of this ?
