Article 10 and PSS

I am a UK citizen currently living in Ireland with my non EU wife. She has an article 10 residence card for Ireland. Can we move to the UK using this and apply for PSS once there?

thats what I thought. I have also been advised that its better to apply for an EEA Family permit before returning
