Travelling to UK

Hello,

Recently we received spouse visa granted. Can my husband's visa is eligible to travel from India to UK under the current air bubble agreement between these two country?

Also anyone who have traveled to UK recently from India took the PCR COVID test? Do airport authority will request COViD test for UK outbound passengers?
