What if any options do I have for bringing my wife’s sister and her 2 children to the uk?

Are you British??

Presumably you are and your wife is on a spouse visa??

If yes, then no chance or visa as a dependent on you or your wife. The UK immigration does NOT work like this supporting whole family chain migration. They would have to find a visa they qualify for in their own right.
