I have read somewhere that Passport is not required to apply for BRP replacement if it is like to like replacement and within 2 years, is this valid?

If it has happened very recently, then owlishly wait a bit before reporting it as lost/stolen with the optimism as this might have came in safe hands who might attempt to deliver it to you. Since its like to like BRP replacement, passport is not a mandatory docuement to be submitted?

That quote is only relevant where someone is attending the biometrics appointment at UKVCAS as part of his/her submitted application. “If your passport is with UKVI or it has been lost or stolen, you will be allowed to proceed with your appointment if you bring another acceptable form of identification. If you don’t bring your passport or another acceptable form of identification to the appointment you will need to cancel and rebook your appointment.”

Can she not submit the application with same passport details and then in few days report loss of passport and attend biometric with some other id

A person who found it posted on the address mentioned on her passport (luckily she had her UK address on her passport when she renewed it)
