Financial requirement for In country Spouse ext

My brother in law ( British Ctizen) is going to apply for his wife extension in December 2020. They were both working and with this covid problem they both got redendunt from their jobs in September. Since last six month both earned £21K ( collectvely salary). They shall get their P45 at the end of this September.

Question: Lets suppose they or he do not get any job until December 2020, and he apply for her extension then will the financial requirment of £18600.00 will be met under the above explanied circumstances.
They have two kids and both are BN.

Permanent loss of job most likely won't be seen as temporary loss of income for which there is a temporary concession in place. So better to find a new paye job asap to apply under category B where past income can be combined. Alternatively if you have 6 months old cash savings at anywhere then it can be used alongside/ in lieu of employment income.
