Making a tier 1 appeal : pls help

Hello all

I submitted a tier 1 general application 1 month before my leave to remain expired and was refused on the grounds that I had insufficient earnings , however rejection came back 9 weeks after application so leave to remain has now run out . I have been given a right to appeal , does any body have any advice on the best way to go about this ? And mosi imortantly : CAN I MAKE A FRESH APPLICATION WHILE MY APPEAL IS BEING CONSIDERED ??

hi .... I have also applied just 1 month before expiry of leave to remain. however i have not yet received the decisions from home office.
i applied on july the 3rd and now its more than 9 weeks.
i am just concerned what if they refuse and how to make appeal etc...
