It means they’re getting everything together and will submit it to the Minister for approval.
They’re back from their summer recess and can thus get things moving. Sounds like a ceremony soon enough.

Thanks for your reply really appreciate it.
My wife is now waiting for almost 3 years and she has been told about 'advance stage' and 'being submitted to minister' a few of times over those 3 years so I wouldn't hold my breath!
